Launched May 13, 2025, the Bemidji Neighborhood Renewal Incentive (BNRI) is transforming inner-city neighborhoods by incentivizing the remodel of 2,500 homes — starting with the pilot zone from 5th to 15th St. west of Irvine Ave.

How it works: The City of Bemidji waives 100% of building permit fees, 65% of plan review fees, and all inspection fees for qualifying remodel projects over $50,000 in the BNRI zone.

How it works: Local banks partner with FHLB (Federal Home Loan Bank) to offer below-market rates. Interest rate buydowns bring effective rates to 2–3%.

Dallas combines fee waivers with tax abatement for neighborhood revitalization, targeting inner-city housing renewal through coordinated city-wide incentive programs.
